SOCIAL AND ECONOMIC SITUATION IN TEN MONTHS OF 2014

Together with the cultivation and harvest of winter-rice, as of mid-October, the country harvested 2,109,500 hectares of summer-autumn rice, representing 100% of the cultivated area and equaling 98.3% against the similar period last year. According to the preliminary report, the country’s estimated summer-autumn yield reached 5,330 kilograms per hectare, rising 100 kilograms per hectare from the same period last year. Therefore, although the cultivated area reduced by 13,200 hectares due to the implementation of transfering the crop and plant structure but the output still achieved 11.2 million tons, a rise of 142,500 tons.

As of mid-October, the country cultivated 100,300 hectares of maize, equaling 97.8% from 2013’s same period; 18,600 hectares of sweet potato, equaling 88.2%; 27,600 hectares of soya-bean, equaling 86.3%; 85,300 hectares of vegetables, equaling 99.3%.

The cattle breeding in the month was generally stable. It was estimated the flock of buffaloes decreased slightly; the flock of oxen was approximate to the figures in the identical period in 2013. The pig farming has had the favorable tendency because the blue-ear disease in pigs has been controlled, the price of live-weight pork has been high, bringing profit to producers. The flock of pigs was estimated to raise by 2% from the same period last year. Estimated flock of fowls increased by 2 – 2.5% against 2013’s similar period.

b. Forestry

In general, in ten months, the country’s newly concentrated planted forest area reached 190,000 hectares, rose 9.4% over the same period in 2013. The number of dispersed planted trees gained 152.6 million, down 0.7% from the last year’s similar period; wood production achieved 4,527,000 m3, jumping 8.1%; firewood production gained 26.2 million cubic meters, up 3.6%.

Generally, in ten months, the damaged forest area was 3775 hectares, of which the fired area was 3103 hectares; the destroyed area was 672 hectares.

c. Fishery

Generally, the country’s total estimated fishing production in ten months reached 5265.5 thousand tons, rose 4.7% from the similar period in 2013, of which there were 3820.9 thousand tons of fish, a rise of 3%; 638.1 thousand tons of shrimp, a rise of 14%. The farmed fishing production achieved 2779.8 thousand tons, increased by 4.8%, of which there were 2007.7 thousand tons of fish, up 1.8%; 503.7 thousand tons of shrimp, up 17.1%. The caught yield gained 2485.7 thousand tons, an increase of 4.5%, of which sea catching attained 2325.3 thousand tons, rose 4.8%.

2. Industry

Generally, in ten months of this year, Industrial Production Index (IPI) was estimated to increase by 6.9% against the same period in 2013 (it rose 5.3% in the 1st Quarter, 6.9% in the 2nd Quarter and 7.8% in the 3rd Quarter respectively), higher than the growth rate of 5.6% of the same period last year.

Generally, in nine months, consumption index for the whole manufacturing went up by 10.1% over the similar period in 2013.

Stock index for the entire manufacturing as of 01 October 2014 rose 2.4% from the previous month and 10.9% from the identical period in 2013. Stock rate for the whole manufacturing on average in nine months was 75.9%.

Labor employed index (LEI) for industrial enterprises as of 01 October 2014 had a rise of 1.1% from the previous month and 5% from the same period last year, of which the state sector increased by 0.4%; the non-state sector by 4.4%, and the FDI sector by 7%. As of above time, LEI of the mining and quarrying fell by 4.3% from the last year’s similar period; the manufacturing grew by 5.8%; the power generation and supply by 2.4%; the water supply and waste treatment by 2.6% respectively.

3. The situation of the business activities

Generally, in ten months of 2014, the country had 60,023 enterprises registered for new establishment with a total registered capital of 352.5 trillion dongs, a decrease of 6.5% in the number of businesses and an increase of 9.5% in the registered capital over the equivalent period last year. The registered capital per newly established enterprise in ten months achieved 5.9 billion dongs, rose 17.2% against 2013’s identical period. The expected number of labor provided with jobs in the newly established enterprises in ten months was 883,200 persons, decreased by 0.2% from the same period last year. Thus although still not escaped from difficulties but in respect of scale, newly established enterprises in ten months of 2014 have more quality than those in the similar period in 2013. In ten months, the country’s total additional registered capital to the economy was 827 trillion dongs, including 352.5 trillion dongs of enterprises registered for new establishment and 474.5 trillion dongs of enterprises changing to raise capital.

In ten months of this year, the country hà 54,333 enterprises having difficulty forced to dissolve, or register for time-limited temporary cessation of operations, or suspended businesses waiting for closing the enterprise code or without registration rose 9.3% from the same period last year, of which there were 7730 dissolved enterprises; 9260 registering for time-limited temporary cessation of operations; 37,343 enterprises suspended enterprises waiting for closing the enterprise code or without registration. The total registered capital of enterprises having difficulty in ten months was 455.9 trillion dongs, of which the registered capital of enterprises finished procedures for dissolving was 61.7 trillion dongs, this is the registered capital of enterprises certainly eliminated from the economy; the registered capital of enterprises registering for time-limited temporary cessation of operations was 44.9 trillion dongs, this is the capital of enterprises facing temporary difficulty; the registered capital of suspended enterprises waiting for closing the enterprise code or without registration was 349.3 trillion dongs, this is the capital of enterprises which actually had difficulty but not finished procedures for dissolving, thus legally these ones have not been officially eliminated from the economy. In ten months, the country had 13,003 ones re-operated, rose 10.7% from the similar period in 2013.   

4. Investment

Generally, in ten months, realized investment capital from the State budget reached 165.2 trillion dongs, equaled 85.9% of the yearly plan and increased by 0.8% from 2013’s same period. Of which the capital under central management reached 35,536 billion dongs, equaling 89.9% of the annual plan and increasing by 0.9% from the same period last year; the capital under local management achieved 129,675 billion dongs, equaling 84.9% of the yearly plan and growing by 0.8% over the similar period in 2013.

From the beginning of the year to 20 October 2014, FDI attracted 1306 newly licensed projects with the registered capital of US $ 9954.5 million, went up 24.4% in the number of projects and down 23.9% in the capital from the similar period in 2013. At the same time, 469 times of license-granted projects from the previous years were provided with additional capital of US $ 3747.4 million. The total registered capital of both newly and additionally financed projects reached US $ 13701.9 million, reduced by 28.8% against the same period in 2013. Estimated realized FDI capital in ten months of this year gained US $ 10.2 billion, rose 5.9% from the last year’s same period.

In ten months, the manufacturing attracted foreign investors with the registered capital of US $ 9702.9 million, accounting for 70.8% of the total registered capital; the real estate business received US $ 1225.2 million, representing 8.9%; the construction achieved US $ 1031.2 million, constituting 7.5%; other industries received US $ 1742.6 million, taking 12.8%.

The country had 47 provinces and cities directly under the central management which received newly licensed FDI projects in ten months from 55 nations and territories.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to 15 October 2014 achieved 672.3 trillion dongs, equaled 85.9% of the annual estimate, of which domestic revenues reached 448.9 trillion dongs, equaled 83.3%; collecting from crude oil achieved 83.2 trillion dongs, equaled 97.6%; from export-import balance 137 trillion dongs, equaled 89%. Of home revenues, 148.3 trillion dongs were from state enterprises, equaling 80.3% of the yearly estimate; 96.4 trillion dongs were from FDI enterprises (excluding crude oil), equaling 86.3%; 88 trillion dongs were from non-state industrial, commercial and service taxes, equaling 82%; 38.1 trillion dongs were from individual income tax, equaling 80.4%; 9.4 trillion dongs were from tax on environment protection, equaling 73.9%; and 8.7 trillion dongs were from other fees, equaling 84%.

From the beginning of the year to 15 October 2014, total government expenditures reached an estimate of 809 trillion dongs, equaling 80.4% of the yearly estimate. Of which, spending for investment development achieved 134.7 trillion dongs, equaling 82.6% (only capital construction reached 130.7 trillion dongs, equaling 82.7%); spending for economic and social development, national defense and security was estimated to gain 567.4 trillion dongs, equaling 80.7%; paying debts and aids 106.9 trillion dongs, equaled 89.1%.

6. Trade, price and service

a. Retailed sales of consumer goods and services


Generally, in ten months of this year, total retailed sales of consumer goods and services achieved 2399.5 trillion dongs, rose 11.1% from the same period in 2013, if the factor of inflation were excluded, it would be 6.4%, higher than the growth rate of 5.5% in 2013’s same period.

Total retailed sales of consumer goods and services in ten months of the state economic sector gained 243.2 trillion dongs, accounted for 10.1% of the total and grew by 9.4%; the non-state economic sector achieved 2075.6 trillion dongs, took 86.5%, rose 11%; the FDI sector reached 80.6 trillion dongs, took 3.4%, rose 20%. Of the total, retailed sales of goods reached 1808.5 trillion dongs, accounted for 75.4% and increased by 11%; accommodation and catering services gained 289.5 trillion dongs, represented 12.1% and grew by 10.8%; other services achieved 276.8 trillion dongs, took 11.5% and rose 11.8%; traveling service reached 24.7 trillion dongs, took 1% and rose 16.6%.

b. Exports - Imports

Generally, in ten months of this year, export turnovers gained an estimate of US $ 123.1 billion, grew by 13.4% from the same period in 2013. Of which the domestic economic sector achieved US $ 40.6 billion, increased by 12.9%; the FDI sector (including crude oil) reached US $ 82.5 billion, went up by 13.6%.

About the export market in ten months, the United States was the biggest market of Vietnam with US $ 23.4 billion, a rise of 20% compared to the same period in 2013.

The next was the EU with US $ 22.6 billion, a rise of 12.8%; the ASEAN market with US $ 15.5 billion, an increase of 0.5%; the Chinese market with US $ 12.5 billion, a growth of 16.2%; the Japanese market with US $ 12.3 billion, a rise of 10.9%; the South Korean market with US $ 6.1 billion, up 10.9%.

Generally, import turnover in ten months of this year reached US $ 121.2 billion, rose 11.2% from the identical period last year, of which the FDI sector achieved US $ 68.7 billion, grew by 10.7%; the domestic economic sector gained US $ 52.5 billion, by 12%.

About the import market in ten months, China was still the largest one with a turnover of US $ 35.6 billion, rose 17.1% compared to the similar period in 2013; the trade deficit from the Chinese market was estimated to reach US $ 23.1 billion, rose 17.6%. Followings were the ASEAN with US $ 19 billion, up 6.6%; the South Korea with US $ 17.1 billion, up 2.7%; Japan with US $ 10.3 billion, up 7.9%; the EU with US $ 7.5 billion, down 3.3%.

Due to the trade deficit of US $ 582 million in September and US $ 400 million in October, 10 months’ trade surplus remained US $ 1.87 billion, of which the FDI sector (including crude oil) still had a relatively high trade surplus of US $ 13.82 billion, the domestic sector continued to have a trade deficit of US $ 11.95 billion.

c. Consumer price indexes (CPI), gold price indexes and US dollar price indexes

October’s CPI rose 0.11% from the previous month, brought out chiefly by price increases in the group of education and the group of medicines and health services, of which the group of education increased by 1.31% (educational services by 1.46%), contributed 0.08% to the general growth of CPI; medicines and health services grew by 0.53% (health services by 0.59%).

Price indexes of other groups of goods and services had a lower increase or a decrease compared to that in the previous month. Of which the group of family appliances went up by 0.22%; garments, hats, footgear by 0.19%; drinks and tobacco by 0.06%; food and catering services by 0.05% (grain food by 0.2%); culture, sports and entertainment by 0.02%; transport fell by 1.02% (price of public transport service reduced by 0.45% because Vietnam Railways adjusted to decrease the train ticket price by 6.89% from the previous month); housing and constructional materials by 0.08% (gas price by 2.93%, gas by 0.53%, electricity price by 0.16%); postal and communicational service by 0.03% respectively.

Generally, price indexes in October were fairly stable due to the factors as following: Prices of essential commodities in the world were stable; sources of food supply in the country were profuse; petrol price in the country had a decrease of 2.19% caused by three times of adjusting to reducing price.

CPI in October 2014 went up by 2.36% from December 2013 (on average an increase of 0.24% per month) and by 3.23% from the same period last year. In general, CPI in ten months rose 4.47% compared to the average in the same period last year.

Gold price indexes in October 2014 decreased by 2.82% from the previous month and reduced by 2.23% from December 2013 and fell by 6.46% against the same period in 2013. On average in ten months, gold price declined 12.68% over the identical period last year.

US dollar price indexes in October 2014 increased by 0.18% from the previous month, by 0.45% from December 2013 and by 0.4% from 2013’s similar period. On average in ten months, US dollar price indexes rose 0.5% compared to the last year’s similar period.

d. Carriage of passengers and cargos

Passenger carriage in ten months was estimated to reach 2536.1 million arrivals, raised by 7.3% and 113.4 billion passengers-kilometers, by 7.2% from the same period in 2013. Of which central transport reached 27.7 million passengers, increased by 3.5% and 28 billion passengers-kilometers, by 4.4%; local transport gained 2508.4 million passengers, by 7.4% and 85.3 billion passengers-kilometers, by 8.1%. Ten months’ estimated passenger transport by road achieved 2382.1 million passengers, grew by 7.5% and 83.2 billion passengers-kilometers, by 8.2% from the same period last year; transport by air reached 15.3 million passengers, by 8.1% and 23.5 billion passengers-kilometers, by 5.7%; transport by sea gained 4.4 million passengers, 3.2% increase and 205.9 million passengers-kilometers,  2% increase; only transport by rail gained 9.9 million passengers, down 3.2% and 3.6 billion passengers-kilometers, 1% decrease, mainly due to the poor quality of mean of transport and services.

Ten months’ cargo carriage reached an estimate of 877.8 million tons, rose 5.4% and 183.2 billion tons-kilometers, rose 0.6% from the last year’ same period. Of which the domestic transport gained 853.6 million tons, increased by 5.8% and 84.4 billion tons-kilometers, by 3.7%; overseas transport reached 24.2 million tons, decreased by 4.8% and 98.8 billion tons-kilometers, by 1.8%. Cargo transport by road obtained 671.4 million tons, grew by 6.8% and 39 billion tons-kilometers, by 4.7%; river: 154.5 million tons, by 3.2% and 32.9 billion tons-kilometers, by 3.1%; sea: 45.8 million tons, down 5.6% and 107.4 billion tons-kilometers, down 1.9%; rail: 5.9 million tons, 10.2% increase and 3.5 billion tons-kilometers, 12.5% increase.

In ten months of this year, international visitors to Viet Nam by airway reached 5208.5 thousand arrivals, a rise of 7.9% from the same period in 2013; by road: 1354.1 thousand arrivals, up 21.5%; by sea: 45.7 thousand arrivals, a sharp decrease of 74.3%.

7. Social issues


a. Farmers’ food shortage


Generally, in ten months, the country had 5.3 thousand households suffering from food shortage, reduced by 49.5% from the previous month, corresponding with 23.3 thousand hunger persons, 49.3% decrease. Compared to the figures in 2013’s same period, the number of households suffering from food shortage fell by 63.4%; the number of hunger persons went down by 61.8%. To overcome the problem, from the beginning of the year, all administrative levels, sectors and localities provided difficult families with 21.8 thousand tons of food and 19.7 billion dongs; only in October, nearly 400 tons of food.

b. Epidemic diseases and food poisoning


In ten monthss of this year, the country had 61,200 cases of hand, foot, mouth disease (6 died); 23,400 cases of hemorrhagic fever (17 died); 35,900 cases of measles suspected of roseola infantum, of which there were 5,800 specified cases of measles (147 died); 931 cases of virus encephalitis (40 died); 293 cases of typhoid; 24 cases of meningococcal disease (3 died); three cases of acquired palmoplantar keratoderma (1 died); and two cases died of A (H5N1) flu.

More 980 HIV-infected cases were found in the month, bringing the number of living HIV-infected persons over the country as of 17 October 2014 to 221,600, of which 70,600 cases turned to AIDS. The number of persons died of AIDS over the country as of above period was 72,900.

Generally, in ten months, the country had 109 serious cases of food poisoning, infecting 3,800 persons, of which 20 cases died.

c. Traffic accidents

Generally, the country in ten months of this year had 20801 cases of the traffic accidents, including 8697 cases of traffic accidents and 12104 cases of traffic crashing, killing 7475 persons, injuring 5064 persons and slightly injuring 14909 others. In comparison with the same period last year, cases of the traffic accidents decreased by 14.6% (cases of traffic accidents from less serious and more reduced by 4.3%; cases of traffic collision slowed down 20.8%); the death fell by 4.3%; the injured persons reduced by 9.3%; slightly injured persons declined by 20.7%. On average, each day in ten months, the country had 68 cases of traffic accident, including 29 cases of traffic accidents and 39 cases of traffic crashing, killing 25 persons and injuring 17 persons and injuring somewhat 49 others.

d. Damage by natural calamity


Generally, in ten months of this year, natural calamity made 142 persons died and lost; 163 persons injured; nearly 1700 houses collapsed, swept away and 44,000 houses blown off, flooded; 122,000 ha of rice and 42,000 ha of vegetables flooded and damaged. The total value of damage caused by the disaster from the beginning of the year was estimated 2500 billion dongs.

e. Fire and explosion, environment protection


Generally, in ten months, the country had 2078 cases of fire and explosion, killing 92 persons and injuring 138 others. Damage by fire and explosion was at an estimate of 590 billion dongs.

The country in ten months of this year found over 6000 cases of violating regulations of environment protection, of which 3300 cases were treated with total fine of 347 billion dongs.
